Multidisciplinary scientific research institute
The Centre is a multidisciplinary scientific research institute that applies an Integrated Scientific approach to social and environmental problems that stunt human evolution. Since the establishment of C.E.U., its activity has been based on the integration of neuroscience (biochemistry, biophysics, etc.) into psychological disciplines for deepening the knowledge on brain's higher functions.
The results of this great preliminary work have then merged into the "Integrated neuropsychophysiological theory on the lateralization and codification of the two cerebral hemispheres", which was presented at the international scientific community during the First International Meeting on "Science - Education - Evolution" (Rome, Capitol Main Hall, 1982).
This theory, co-authored by Prof. Michele Trimarchi and Prof. Luciana Luisa Papeschi, Co-Presidents of CEU and IPV, has provided a substantial contribution to overcome the Descartes'subdivision between mind and brain, insofar as:"Personality, intelligence, creativity, emotions depend on brain's anatomo-functional structures which are ruled by both the genetic programme and the sensorial pieces of information that neuropsychophysiologically stimulate the higher functions of the human brain" (MicheleTrimarchi and Luciana Luisa Papeschi)
This theory still represents a milestone in the acquisition of knowledge on the higher functions of the human brain. Analytical and experimental testing have shown that, save for rare exceptions, behaviour is controlled and regulated, more than by human individuals' willful action, by neuropsychophysiological mechanisms that are activated by socio-environmental information and by individual experience; that family and social education does not enable human beings to control their cerebral mechanisms and to willfully regulate their biopsychological powers; that the present political systems, insofar as they ignore such knowledge, in practice are in contrast with the Universal Declaration of Human Rights and the universally recognised principles underlying democratic constitutions.
These contradictions generate intrapersonal, interpersonal and social conflicts that, in order to be solved, require a regeneration of the social fabric on the basis of highly pedagogical instruments capable of empowering human beings to assertively manage their own cerebral potential as well as their own existence.
Knowledge of the brain mechanisms that determine behaviour and the multidisciplinary and integrated research approach legitimate the C.E.U. to intervene on the issues which today represent the crux of every society, such as education, justice, health and the environment.

International Association
The International Association IUS Primi Viri is a non party oriented and non profit making organization based in Rome. It was established by the will of some fifty founders (they were scholars and representatives of the juridical, scientific and political world) who had recognized the Declaration of Intents for a Joint Strategy as the main operational tool for a true Human Rights Education, regardless of peoples race, colour and culture.
An intense activity developed from the close cooperation between IPV and CEU - the Centre for Human Evolution Studies which established IPV - both nationally and internationally, in the field of Human Rights Teaching . Within the policies of States great contradictions have hampered a democratic consciousness to take place on the basis of the Universal Declaration of Human Rights: it seems that they did not understand that the quality of the development of both reason and consciousness of citizens depends basically on the quality of school and university programme, that is on educational olicies. The individual is potentially born endowed with reason and consciousness and a State policy is obliged to support this universal, sacred, absolute and unviolable principle. Such an obligation is the essence of the civil existence of a State's organization, which has the duty to allow by means of education the full and concrete achievement of that potential, wonderful project each human being is endowed with.
IUS PRIMI VIRI profound meaning encourages the birth of the first Man who is truly aware of and responsible for his being and becoming within the framework of the values as expressed by Human Rights and acknowledged by the various democratic Constitutions.
Following a twenty year multidisciplinary integrated study tradition conducted at C.E.U. we were able to ascertain that women and men universality is rooted on a biological programme (genetic Self) which is inherent in each human being. For this programme may develop an Education is needed that is able to integrate the fundamental aspects of life which are linked to the principles of dignity, freedom , justice and love. Therefore, human being is a psychophysical and spiritual entity and the Universal Declaration of Human Rights encompasses all values which can do justice to every people of the Earth.
The intense activity of IUS PRIMI VIRI is extremely wide both at national and international level. It is carried out in close cooperation with the main international organisms (UN, European Union, Council of Europe, UNESCO, OSCE).
The milestones along this path have been:
Study meeting on Physiology of a democratic State comparison between positive law and concrete reality (Palace of Justice, Rome, 1992) co-organized with the Italian Supreme Court; First European Conference for launching the Decade for Human Rights Education (Barberini Palace, Rome, 1993); Establishment, as foreseen by the Final Statement of the European Conference, of an International Standing Committee for the Implementation of the Decade for Human Rights Education (the Committee gathered together at the School for Advanced Studies for the Police Forces, Rome, 1994); "Fifty years after the establishment of U.N., the proclamation of the Decade for Human Rights Education (School for Advanced Studies for the Police Forces, Rome, 1995): this international Meeting was organized in co-operation with the Italian National Committee for the Fiftieth anniversary of U.N. establishment. The introductory lecture was given by the UN High Commissioner for Human Rights; "Human Rights as the political foundation for a democratic consciousness: intervention priorities (Main Hall, La Sapienza University of Rome, 1996): this international Meeting was organized with the support of the European Union within the framework of the UN Decade for Human Rights Education and the semester of Italian Presidency to the European Union. Training course for trainers on "Human Rights Education" co-organized and held together with the University Roma Tre of Rome; A three part audiovisual programme on: Relationship between State and citizens;
Racism, xenophobia, intolerance: education in the respect for diversities;
Human Rights: from legality to justice.

The Universal Declaration of Human Rights is the milestone of peoples' political evolution. Peoples in fact, after experimenting various State systems, acknowledge democracy as the political tool for the implementation of the principles which where proclaimed in 1948. The heterogeneity that lays at the basis of political, economic and cultural conflicts strongly limits the application of such principles if each people believes that its own culture represents its identity and, as such, is unchangeable and irrenouncable. If this were true, there would not exist universal values and a true co-operation among States and among citizens would not be possible in the respect for human rights. In other words, it would not be possible the existence of individuals who are able to respect life in whatever form it takes place and to abolish, first of all in themselves, the mechanisms of discrimination and superiority over their fellow men which hamper solidarity, co-operation and consciousness. The word "quality" in this sense has to be considered according to criteria of conceptual values which define a didactic methodology that respects, at all levels, the person's potentials and universality and that is aimed to develop one's ability of criticism and self-criticism in order to decide one's being and becoming on the basis of a democratic co-existence.
For this reason the United Nations has proclaimed the Decade for Human Rights Education (1995-2004). The present socio-political and cultural situation, first of all in the case of highly industrialized countries, is seriously jeopardized: juvenile criminality, high levels of demotivation, social conflicts, various kinds of dependencies, are elements of a degeneration which cannot proceed any longer. On the contrary, we have to consider this present time as an emergency condition - in particular for young generations - in front of which we have to employ Human Rights Education as the source for powerful stimuli that are able to motivate each human being to learning, growth, creativity, life, with a gradual recovery of dynamic equilibria useful for the wellbeing of everyone.
The Universal Declaration of Human Rights does not allow the existence in the world of political and economic cultures which contradict the values it expresses at the root level. No State can now consider itself as concretely democratic if citizens do not encompass such values.
These conceptual foundations "force" all State to put in motion concrete projects and take actions: otherwise, we would allow all negative and degenerative entities to destroy those values whose defense, protection and implementation are the election therapy for the world's evils and, at the same time, the main path to democracy.
The aim of this course is to provide educators and trainers with the scientific tools we have developed during twenty years of multidisciplinary research, tools which make it possible to stimulate the higher functions of the human brain so that the person becomes aware of, and responsible for, those values which are biologically inherent in each human being right from birth. Training aimed at developing a consciousness of these values is needed in order to allow educators to develop a truly effective approach that enhances self-awareness and self-management in students. This approach must be based on the concepts of dignity, freedom, justice and love, from which all rational and emotional aspects of human behaviour derive.This method, which has been widely experimented with excellent results, makes it possible to translate formal aspects of the Universal Declaration of Human Rights into human consciousness and behaviour. As is known, human rights are not notions to be blindly repeated, but rather are values that help women and men find their way through a jungle of conditionings, where truth is hidden and false values are produced. Science and the consciousness of human rights against demagogy, the arrogance of power of man over man, are the last hope to defeat juvenile apathy towards life and to create a new society that is capable of giving centrality to human dignity.

The Winter School will start on January 8 and will end on January 12, 2001.
The Summer School will start on July 9 and will end on July 13, 2001.
The courses will take place in Rome (Italy) for a total of 30 hours each.
The program will focus on acquiring the scientific foundations of the universality of Human Rights and thus learning education methodology for teaching the principles of the Universal Declaration of Human Rights.
Special emphasis will be given to the conflict management and conflict resolution in the respect for Human Rights.
COURSE LANGUAGE
The Courses language will be English.
CERTIFICATION
Upon completion of the course and satisfactory participation, each participant will receive a certificate of attendance.
ADMISSION REQUIREMENTS
Candidates for the course must have obtained a law degree or a degree in political, education or social sciences or must be students of the last year.

A short essay outlining your reason for attending the program; Receipt of the payment of the Tuition Fee. Applicants will be informed whether they have been admitted to the Winter School before November 15, 2000 and to the Summer School before June 15, 2001.
LOCATION
The Course will be held in CEU's Headquarters (via Antonio Bertoloni, 29 - Rome, Italy).
COURSE FEE
Tuition fee for the course is US$ 1000 for candidates coming from industrialized countries. A reduction is foreseen for candidates coming from other countries.
Course fee covers only tuition, written materials and application fee. All other expenses must be covered by students.
The Tuition Fee is due before October 30, 2000 for the Winter School and before May 30, 2001 for the Summer School, respectively.
